Since any attempt by Washington to normalize relations with Russia will inevitably, anyway, have a markedly schizophrenic character, it is important not to jump to conclusions as certain commentators have regarding Trump’s supposed capitulation to the neocons. The president must address different lobbies, his base of support and the Russians with different voices. Having done so much to undermine the post-war US led order it over the last year it defies credibility that Trump does not plan to edge towards the new- multipolar order: the worldview outlined in the latest National Security Strategy offers no such perspectives for the US and , indeed, no useful perspectives whatsoever. There simply has to be something else unless we are to believe the US elite has completely lost its bearings. These astonishing CIA moves are likely the tip of the iceberg of that “something else”.

Within the Neoconservative ideology that holds sway over the American political establishment, it is axiomatic that democratic countries are peace-loving because they truly reflect in policy the peaceful and business-like mentality of the broad population. By contrast, authoritarian regimes are warlike because they are inherently unstable, lacking as they do genuine grass-roots support, and must resort to external aggression or threats of violence abroad to keep their people in line. Authoritarian regimes should be brought down one way or another if we are to enjoy global peace. So the story goes.

The US President Donald Trump’s foreign policy team bears an appearance of being dominated by the military brass. This in turn engendered the perception that Trump’s ‘America First’ foreign policy is not going to happen. But in reality Trump has been biding his time. One sign of it has been the slow, unobtrusive emergence of state secretary Rex Tillerson at the centre stage of policy-making in the recent weeks. (I subscribe to the opinion that Tillerson was an inspired choice President-elect Trump had made in his cabinet appointments.)

Amidst unprecedented media disinformation it is indeed possible to glimpse the outline of a new, emerging US foreign policy. Constructive engagement with Russia and China corresponds precisely to US national interests but whether it is ultimately possible remains to be seen. It would constitute the triumph of realism and pragmatism over the ideologues of both left and right and the powerful vested interests which lie behind them. Failure will plunge the world into chaos at best, war at worst.

The hawks and harpies coalescing around Clinton are making threatening noises but their options on the ground in Syria are very limited and have just become a lot more limited with the loss of Turkey to Russian diplomacy. It all boils down to whether they are prepared to challenge Russia directly, risking all out confrontation. The rather lukewarm warmongering proposals below suggest not. Trump is the man of the moment in that sense: his policy of engagement with Russia against ISIS is consistent with the deeper underlying shifts in the global balance of forces. His Russia policy may be “controversial” but it is logical and realistic for an America in terminal decline.
