If the Trump White House had let it be known a couple of months ago that it was working with the Kremlin to schedule a summit meeting between the two presidents, all hell would have broken loose in the Washington Beltway. But that isn’t happening. There is an eerie calm in Washington, as if Trump’s detractors have run out of ammunition.

Since any attempt by Washington to normalize relations with Russia will inevitably, anyway, have a markedly schizophrenic character, it is important not to jump to conclusions as certain commentators have regarding Trump’s supposed capitulation to the neocons. The president must address different lobbies, his base of support and the Russians with different voices. Having done so much to undermine the post-war US led order it over the last year it defies credibility that Trump does not plan to edge towards the new- multipolar order: the worldview outlined in the latest National Security Strategy offers no such perspectives for the US and , indeed, no useful perspectives whatsoever. There simply has to be something else unless we are to believe the US elite has completely lost its bearings. These astonishing CIA moves are likely the tip of the iceberg of that “something else”.

In the annals of Russian-American relations, it is difficult to recall a precedent for the Kremlin leader calling his White House counterpart to convey his personal gratitude and appreciation for the profound contribution made by the US’ Central Intelligence Agency and its director to Russian national security.

From the start, the “positive chemistry” in the Mother of All Sit-Downs was a given. The format – with only the four principals, Vladimir Putin, Donald Trump, Secretary of State Rex Tillerson, Foreign Minister Sergey Lavrov, and two translators – prevented any leaks. What was originally scheduled for 35 minutes went on for 2 hours and 16 minutes, and not even an impromptu appearance by First Lady Melania Trump – they were late for the Elphillarmonie pomp and circumstance – managed to stop the flow.

Within the Neoconservative ideology that holds sway over the American political establishment, it is axiomatic that democratic countries are peace-loving because they truly reflect in policy the peaceful and business-like mentality of the broad population. By contrast, authoritarian regimes are warlike because they are inherently unstable, lacking as they do genuine grass-roots support, and must resort to external aggression or threats of violence abroad to keep their people in line. Authoritarian regimes should be brought down one way or another if we are to enjoy global peace. So the story goes.

The US President Donald Trump’s foreign policy team bears an appearance of being dominated by the military brass. This in turn engendered the perception that Trump’s ‘America First’ foreign policy is not going to happen. But in reality Trump has been biding his time. One sign of it has been the slow, unobtrusive emergence of state secretary Rex Tillerson at the centre stage of policy-making in the recent weeks. (I subscribe to the opinion that Tillerson was an inspired choice President-elect Trump had made in his cabinet appointments.)

Amidst unprecedented media disinformation it is indeed possible to glimpse the outline of a new, emerging US foreign policy. Constructive engagement with Russia and China corresponds precisely to US national interests but whether it is ultimately possible remains to be seen. It would constitute the triumph of realism and pragmatism over the ideologues of both left and right and the powerful vested interests which lie behind them. Failure will plunge the world into chaos at best, war at worst.

The first half of April will witness the first major forays by the United States into the foreign policy arena under President Donald Trump. The summit with Chinese President Xi Jinping is slated for April 6-7 at Trump’s Mar-a-Lago resort in Florida. On April 12, Secretary of State Rex Tillerson will be visiting Moscow.

While the Democrats morph into a neoconservative party of paranoiacs whose main issue is hating on Russia, and the John McCain-Lindsey Graham duo arises to make its last stand in a Trumpified GOP, Rex Tillerson is the perfect target of their ire. Seeking to delegitimize the President-elect as a Russian-controlled Manchurian candidate, the CIA-Clinton-Saudi axis of “resistance” is on the warpath, and Tillerson’s alleged ties to Vladimir Putin are taking center stage in what is bound to turn into a knock-down drag-out fight on the Senate floor.

The latest developments in Syria are not, I believe, the result of some deliberate plan of the USA to help their “moderate terrorist” allies on the ground, but they are the symptom of something even worse: the complete loss of control of the USA over the situation in Syria and, possibly, elsewhere. The hawks and harpies coalescing around Clinton are making threatening noises but their options on the ground in Syria are very limited and have just become a lot more limited with the loss of Turkey to Russian diplomacy. It all boils down to whether they are prepared to challenge Russia directly, risking all out confrontation. The rather lukewarm warmongering proposals below suggest not. Trump is the man of the moment in that sense: his policy of engagement with Russia against ISIS is consistent with the deeper underlying shifts in the global balance of forces. His Russia policy may be “controversial” but it is logical and realistic for an America in terminal decline.
As Hillary Clinton begins her final charge for the White House, her advisers are already recommending air strikes and other new military measures against the Assad regime in Syria.
