Porto Alegre Resolution on Nonionizing Radiation Health and Environment

On behalf of the sponsors and organizers of the“International Workshop on Non-Ionizing Radiation, Health and Environment” which took place on May 18 and 19, 2009, in Porto Alegre, Brazil, we announce the release of the Porto Alegre Resolution.It was initially dated September 15, 2009. This resolution presents the most recent scientific consensus view on the state of EMF science and gives their call for public policy and other solutions. See resolution attached and inserted below.

The Porto Alegre Resolution

We, the undersigned scientists, were honored to participate in a workshop organized by the Universidade Federal do Rio Grande do Sul and the Public Ministry of Rio Grande do Sul and sponsored by the Brazilian Health Ministry, the International Commission for Electromagnetic Safety, the Porto Alegre Environmental Council (COMAM/PA), the Rio Grande do Sul Center for Health Vigilance (CEVS/RS) and others, entitled, “International Workshop on Non-Ionizing Radiation, Health and Environment” which took place on May 18 and 19, 2009, in Porto Alegre, Brazil.

This resolution follows several international resolutions agreed to by concerned scientists and medical doctors over the past decade, including resolutions developed by the International Commission for Electromagnetic Safety [1], based on evidence and consideration on documents such as the BioInitiative Report [2] and a special issue of the journal Pathophysiology on electrical and magnetic fields, published in August 2009 [3].

We agreed that the protection of health, well-being and the environment requires immediate adoption of the Precautionary Principle, which states, “when there are indications of possible adverse effects, though they remain uncertain, the risks from doing nothing may be far greater than the risks of taking action to control these exposures. The Precautionary Principle shifts the burden of proof from those suspecting a risk to those who discount it, until new scientific discoveries are recognized as the only criterion for the establishment or modification of non-ionizing radiation exposure standards;

We recognize that, in Brazil as well as all over the world, where there has been an unprecedented explosion in the availability and use of non-ionizing electromagnetic fields for electrical and wireless communications technologies (mobile and cordless phones, WiFi and WIMAX networks, RFID, etc,), as well as major electrical grid and wireless broadband infrastructure changes, this assessment should inform risk management to take proper steps to protect the public from long-term, low-level exposure to extremely-low frequency as well as radiofrequency electromagnetic fields that have substantially increased in the ambient environment in recent years.

We are concerned about the body of evidence that indicates that exposure to electromagnetic fields interferes with basic human biology and may increase the risk of cancer and other chronic diseases. The exposure levels at which these effects have been observed are many times lower than the standards promulgated by the International Commission for Non-Ionizing radiation Protection (ICNIRP) [4] and the IEEE’s International Committee on Electromagnetic Safety (ICES) [5]. These standards are obsolete and were derived from biological effects of short-term high intensity exposures that cause health effects by temperature elevation and nerve excitation discovered decades ago. Recent research indicates that electromagnetic fields could cause detrimental health effects even at very low levels of exposure. The ICNIRP and IEEE/ICES standards are being supported and promoted by interested parties to avoid precautionary technical planning, precautionary laws, and precautionary advice to the public.

We are deeply concerned that current uses of non-ionizing radiation for mobile phones, wireless computers and other technologies place at risk the health of children and teens, pregnant women, seniors and others who are most vulnerable due to age or disability, including a health condition known as electromagnetic hypersensitivity. We strongly recommend these precautionary practices:

1.      Children under the age of 16 should not use mobile phones and cordless phones, except for emergency calls;

2.      The licensing and/or use of Wi-Fi, WIMAX, or any other forms of wireless communications technology, indoors or outdoor, shall preferably not include  siting or signal transmission in residences, schools, day-care centers, senior centers, hospitals or any other buildings where people spend considerable time;

3.      The licensing for siting and installation of infrastructure related to electrical power and wireless broadband telecommunications, particularly, cellular telephony, Wi-Fi and WIMAX, should only be approved after open public hearings are held and approval granted with full consideration given to the need to apply the Precautionary Principle. Sensitive areas should be avoided to protect vulnerable populations;

4.      Mankind shall be encouraged to continue to discover new means of harnessing non-ionizing electromagnetic energy, aiming at bringing benefits to society, through definition of new standards of human exposure, which are based on the biological realities of nature and not solely on the consideration of economic and technological needs.

We, therefore, urge all nations to join Switzerland, Italy, Belgium, Russia China, the U.S. (for the FCC standard for partial exposure of the head) and other countries and regions that have chosen to adopt a more precautionary strategy, aiming to assure more safety to the public while maintaining good service quality.

We make an urgent call to all nations to convene a panel of experts, selected from candidates recommended by civil society groups (not only those preferred by the affected industries) to discuss precautionary technology, laws and advice in order to develop policies that reconcile public health concerns with further development of wireless communications technology such as mobile phones as well as electric power transmission and distribution systems.

Many people report symptoms of electromagnetic radiation sickness, WHO

“A lot of people report symptoms similar to yours, and there is even a name for it, electrical hypersensitivity (EHS)”, writes Chiyoji Ohkubo of the EMF-radiation project of the World Health Organisation (WHO) in an e-mail to a patient. Though the WHO confirms the problem is serious, there will be a ‘fact sheet’ by the EMF-project within a few weeks, totally denying the existence of radiation sickness. The information is based on instructions by a working group of five people in Prague, 2004. It reads like a political manifesto, to hush up the epidemic and leave the patients behind without any care.

However we believed at the time that this ‘Research’ was merely a smokescreen, to appear to be doing something without actually doing anything new.

Dr Andrew Goldsworthy Explains the Effect of RF EM ( Mobile Phone) Radiation on Living Cells

Here Dr Goldsworthy responds to a point raised by Martin Weatheral of the Weep Initiative concerning this passage from the article linked below.

“The effect, in a nutshell, is when a surface absorbs light and it releases electrons.

Early work by Bequerel, Hertz, and Thomson led to the understanding that the amount of electrons emitted after exposure to electromagnetic radiation was proportional to the intensity of the radiation.”

What the article is saying that electromagnetic radiation comes in small packets called photons or quanta, the energy of which is proportional to its frequency. It is relevant to us because a molecule can only absorb one photon at a time and the effect it can have on that molecule is limited by the energy of that photon.

Arrhythmias caused by electrosmog?

The following appeared on the front page of the Bangkok Post on Friday, July 24th, 2009:

Many people believe that irregular heartbeat, also known as arrhythmia, is caused by stress. In fact,arrhythmia is actually the result of a heart disorder related to the electrical impulsesthat naturally control our heart rate. These disorders can cause the heart to beat either too quickly, too slowly, or erratically, and if gone untreated can lead to stroke or even death.
I think the key words here are “Electrical impulses.” It doesn’t take much to put two and two together — or does it?
The Mayo Clinic lists one of the symptoms of Chronic Fatigue Syndromeas “Irregular Heartbeat.”
Furthermore, Arrhythmia is often sited as a symptom ofElectrosensitivity:
Symptoms may include skin disorders (pins and needles, numbness, burning), fatigue, muscle cramps, cardiac arrhythmia, and gastro-intestinal problems.”
“Chest pains, heart arrhythmia.”
Like I said, it doesn’t take much to put two and two together — it is just surprising that most people don’t seem to be able to do this for whatever reason.
*Heart attack rates in North Karelia and Kuopio, Finland, became the highest (and most swiftly increasing) in the world* within a few years after the Soviets installed a gigantic over-the-horizon radar complex that bounced microwaves off the surface of Lake Ladoga and through these parts of southeastern Finland._ p. 300
*There are indications that some types of electropollution directly decrease the efficiency of the heart*. Several research groups in Poland, the Soviet Union, Italy, and the United States have studied pulse, electrocardiogram, blood pressure, and reserve capacity (the heart’s ability to handle exertion) in animals. Microwaves and 50-Hertz electric fields both produced similar changes that persisted throughout long-term exposure. These included *bradycardia* (decreased pulse), *a huge reduction (40 to 50 percent) in the strength of electrical impulses governing contraction of the heart muscle*, a decline in reserve capacity, and a short-term rise followed by a long-term fall in blood pressure. In general, these decrements occurred in both “domestic” (0.5 volts per centimetre) and “industrial” (50 volts per centimetre or more) electric fields and at microwave power densities of 150 microwatts, well within the amount received by many people from radar beams and microwave ovens._ p. 291
In 1971, Zinaida V. Gordan and Maria N. Sadchikova of the USSR Institute of Labor Hygiene and Occupational Diseases described a comprehensive succession of symptoms, which they identified as Microwave Sickness. The initial symptoms are low blood pressure and slow pulse. The second stage includes headaches, dizziness, eye pain, sleeplessness, irritability, anxiety, stomach pain, nervous tension, inability to concentrate, hair loss, which are eventually followed by adrenal exhaustion and* ischemic heart disease*._pp. 314-315

People who get what is called Chronic Fatigue Immune Dysfunction Syndrome/ Myalgic Encephalomyelitis (CFIDS/ME) also suffer from inflammation caused by an increase in cytokines.
They also very often suffer from heart disease, have sleep disturbances, depression, and behavioral disturbances including fatigue and sleep problems. Now, could it be that all this radio frequency (RF) (e.g. microwaves) radiation that we are being exposed to might also be very well causing an increase in cytokine activity?
Just another piece of the puzzle!

Patients who experience fatigue during radiotherapy for breast or prostate cancer may be reacting to activation of the proinflammatory cytokine network, a known inflammatory pathway, according to a report in Clinical Cancer Research, a journal of the American Association for Cancer Research.
Julie Bower, Ph.D., an associate professor in the Department of Psychology and Psychiatry at the University of California, Los Angeles, and colleagues, conducted an observational study among 28 patients with breast cancer and 20 patients with prostate cancer, all early stage. Patients completed questionnaires and provided blood samples so researchers could determine the level of proinflammatory markers.
As expected, there was a strong link between radiotherapy treatment and fatigue. In a new finding, the researchers noted that increases in serum markers of cytokine activity, specifically IL-1 receptor antagonist and C-reactive protein, were also linked with fatigue.
“This study suggests that exposure to radiation is releasing these inflammatory cytokines and that may be contributing to fatigue,” said Bower.
