What to do about the IMF? This, of course, was a question bandied about at the recent G20 Summit hosted by George Bush in New York last weekend, though no decisions were taken. Japan promised to throw a bunch of money at the Fund, which is sorely in need of it amidst the present world economic turmoil, and it was gently suggested that China might also like to contribute a portion of its oceanic foreign reserves.

In 1946, George Kennan, then the deputy head of the US mission in Moscow, sent a 5300-word telegram to Washington, hoping to alert his superiors to the threat of Soviet expansionism. Kennan had complained repeatedly and fruitlessly about what he saw as America’s indulgent attitude towards the Soviet Union, but for a crucial moment in 1946 his idea that the US should strike an alliance with Western Europe in order to contain Soviet Communism found listeners in Washington. The so-called Long Telegram, subsequently turned into an article in Foreign Affairs, became the basis of the Truman Doctrine, which proclaimed America’s willingness to fight the spread of Communism, militarily as well as economically. In the race among global oil majors to re-enter Iraq, China scored the first win.
While Western oil firms have been trying to access the world’s third-largest oil reserves since the 2003 U.S. invasion, state-run China National Petroleum Corp. secured the post-Saddam government’s first major oil contract. The $3 billion oil services deal, signed Wednesday, revised the terms of a 1997 agreement to pump oil from the Adhab oil field.
