One, they have better things to do elsewhere and, two, they don’t expect any big outcome at Vienna other than, perhaps, an extension of the stipulated deadline of July 20 for reaching a deal.

In retrospect, the United Nations Secretary-General Ban Ki-Moon might have done Tehran a favor by inviting it to the Geneva II conference (January 22) on Syria and then retracting.
