This is cited in the third last paragraph as the “thermohaline cirulation” bringing cold water all the way from north Atlantic to NE Pacific (via south cape of Africa). It is that, colliding with moisture-laden air that is currently stirring up those severe tropical storms. He points to this process as a possible trigger for resumption of ice-age conditions.
