THE Arab Spring, the threat of Iran as an emerging nuclear power, the continuing violence in Syria and the American reluctance to get involved there have all signalled the weakness, if not the end, of America’s role as a world policeman. President Obama himself said in a speech last year: “America cannot use our military wherever repression occurs.” America’s position today reminds me of Britain’s situation in 1945. Deep in debt and committed to building its National Health Service and other accoutrements of the welfare state, Britain no longer could afford to run an empire.

Americans, the British, and Western Europeans are accustomed to thinking of themselves as the representatives of freedom, democracy, and morality in the world. The West passes judgment on the rest of the world as if the West is God and the rest of the world are barbarians in need of chastisement, invasion, and occupation. As readers know, from time to time I raise questions about the validity of the West’s extreme hubris.

The story is simple – and fairly straightforward. Great Britain has approximately 11000 containers of equipment and 3000 armored carriers to take out of Afghanistan after eleven years of war. The equipment includes armoured patrol vehicles, tankers, trucks and weaponry such as heavy machine guns, mortars and rocket systems.

Colum Lynch’s April 4 article relies on the March 20 UN report to the UN Security Council by a panel of experts appointed to track the UN resolutions and responses from the start of the conflict.

In fact, the United States ends 2011 in a state of weakness unmatched since the Civil War. They practice no significant leadership at international level. The confrontation between geopolitical blocs is sharpening and they find themselves confronted by almost all the world’s major players: China, Russia, Brazil (and in general almost all of South America) and now Euroland (1). Meanwhile, they cannot control unemployment where the true rate stagnates at around 20% against the backdrop of an unabated and unprecedented reduction in the labour force (which has now fallen to its 2001 level (2)).

In this issue, our team gives its anticipations regarding the future of the United States for the 2012-2016 period. We recall that since 2006 and the first GEAB issues, LEAP/E2020 described the global systemic crisis as a phenomenon characterizing the end of the world as we know it since 1945, marking the collapse of the American pillar on which this world order has rested for nearly seven decades.
