WASHINGTON—Frustrated by the stalemate in Syria, Secretary of State John Kerryhas been pushing for the U.S. military to be more aggressive in supporting the country’s rebel forces. Opposition has come from the institution that would spearhead any such effort: the Pentagon.

On the face of it, Afghan president Hamid Karzai’s endorsement of the right of self-determination of the people of Crimea does not come as surprise because the principle is important to Kabul in its application to the Pashtuns who live on the Pakistani side of the Durand Line (which Afghanistan never recognized). But, having said that, Karzai is not a one-dimensional man.

“In terms of the terrorist activity inside Iraq, we believe it’s a direct result mostly of the situation in Syria and the destabilizing impact that Syria has had on Iraq in terms of foreign fighters being able to flow into Iraq and really wreak havoc there as well. What exactly the EU leadership thought they were doing in Ukraine is a puzzle for the historians to grapple with. Even though Manlio Dinucci has pointed to networks involving the likes of Barroso centered round a leading Ukrainian oligarch as likely suspects in the Western backed attempt to destabilize Ukraine, the question remains why would they activate such a programme at time when its likelihood of success was minimal. Were they not aware of a growing interdependence of US and Russian foreign policy evident in the resolution of the outstanding issues of the Middle East from Syria and Iran to the Palestinian question itself? Perhaps they were and wanted to roll history back fearing that a final end to the cold war would also see an end to their own political usefulness.

“This is a world where we need to work with the Russians,” a senior State Department official said Tuesday. “This is not about the United States versus Russia.”
Senior State Department officials said there was no “point in making hollow threats” toward Moscow. In the wake of the wars in Iraq and Afghanistan, the American public has no interest in getting into a direct — or indirect — military confrontation with Russia in the Ukraine, Syria or virtually any other nation.
Notwithstanding the presence in the State Department of the likes of Clintonites like Samantha Power, Susan Rice and Victoria Nuland, these briefings do not indicate New Cold War perspectives
