BRUSSELS, (Sputnik) – Russia, Germany, France, and Ukraine have agreed that the time has come to reach a solution on the Ukrainian crisis, European Commissioner for European Neighborhood Policy and Enlargement Negotiations Johannes Hahn said Monday.
