François Hollande’s presidential campaign largely consisted of denunciations of the catastrophic policies and garishness of his predecessor, Nicolas Sarkozy. He pledged that change would come immediately. One hundred days after his election, Hollande may have altered the style of rule but not the policies which remain the same even as France sinks ever deeper into crisis.

Usted lo ha dicho. Francois Hollande zigzaguea sin rumbo fijo. O sea, él mismo no sabe cuál es su política, sólo está tratando de mantenerse en movimiento. Él se da cuenta de que la posición oficial sobre Siria es insostenible. Pero es incapaz de adoptar una posición diferente. Acepta que Francia continúe, como en la época de Sarkozy, caminando detrás de Estados Unidos. ¿Cómo podría él trazar una nueva política en esas condiciones? Tiene a su lado a los responsables del ministerio de Relaciones Exteriores, los diplomáticos franceses no dejan de repetirle que estamos cometiendo un error muy grave en Siria, que normalmente Francia y Siria deberían ser aliados, como era en el pasado.

Les images opèrent encore. Ceux qui regardaient les puissants moyens déployés par la République sur les Champs-Elysées, couvrant un vaste domaine d’armes et d’interventions, pouvaient s’imaginer que la France était encore une grande puissance. ..Ce qui est le cas d’ailleurs quand on la compare aux piètres capacités des autres pays européens, y compris la mirifique Allemagne – pour ne pas mentionner le Royaume Uni, tristement tenu en laisse par les Etats-Unis.

Our man in the Elysee! William Hague will be overjoyed to find in Francois Hollande continuity with the Atlanticist foreign policy of Sarkozy. He can take heart that without an independent foreign policy Euroland is going nowhere and London and Washington can perpetually replay a cold war against Russia and China.

The crisis of european leadership has, if anything, intensified with Hollande’s accesion. Assuming he really intends to build bridges to the BRICS countries it is difficult to interpret the appointment of Fabius and the renewal of a hawkish line on Syria. Equally, the acceptance of this effectively Russian initiative with the proviso of the exclusion of Iran, a key player in any political solution, shows a contradictory stance. Perhaps the legislative elections will clarify the position: Hollande is constrained by his leftist base which is rabidly liberal imperialist and which has rallied in support for the “Syrian opposition” and in condemnation of Russia and China as supposed facilitators of war crimes in Syria.
